The protocol establishes a model for the municipalities to work together on all matters relating to improving the quality of living in these local communities, in order to improve the productivity of the units of local government and the welfare of citizens. The creators of the Protocol are the representatives of the local communities who attended the third cycle of seminars entitled "European integration and local development – towards successful strategies and good governance", organized by the Belgrade Fund for Political Excellence, which aims to strengthen the capacity of decision makers at the local level and which has been successfully implemented since 2008. In addition to the signing the Protocol, the "Initiative to improve conditions and opportunities for use of renewable energy sources (wind power)" was also launched as the first step in applying this model of inter-municipal cooperation.
